The Rural Community Assistance Partnership (RCAP) is excited to announce the addition of three new team members, Ashley Zuelke, Research and Program Director, Spenser Wempe, Social Media and Office Manager, and Alia Iqbal, Director of Finance. RCAP looks forward to the contributions each new member will lend to its mission.
Ashley Zuelke joins RCAP in the newly created role of Research and Program Director. Zuelke brings a wealth of economic and small business development experience to RCAP. She previously served as senior advisor for export policy, promotion and strategy at the U.S. Department of Commerce. Zuelke also worked with the U.S. Congress as a legislative assistant, was an international trade associate at the U.S. Senate Finance Committee, and served in the economic section of the U.S. Embassy in Paris. She holds a Master of Science degree in business analytics and management with distinction from University College London and a bachelor’s degree with high honors in journalism and international relations from the University of Montana.
Spenser Wempe is joining RCAP as the Social Media and Officer Manager. Wempe offers experience in social and digital marketing, visual media, and strategic communications. Wempe previously worked in marketing with a U.S. Department of Defense contractor for federal cybersecurity and technology training and events. She has also served as an advisor for the nonprofit organization, CyberUSA, and its state affiliate, CyberMaryland, promoting effective cyber policy and information sharing. Wempe’s academic background is in political science and international relations from West Virginia University.
As Director of Finance, Alia Iqbal brings a unique understanding of the environment in which non-profit organizations operate and the issues they face. Iqbal has worked in the industry for over nine years, and served as a Director of Finance for over six years. She has extensive experience in financial management, including serving as a member of several finance committees. She graduated from the State University of New York at Old Westbury with a Bachelor of Science degree in Accounting.

Rural Community Assistance Partnership is a national network of six regional non-profit organizations working to ensure that rural and small communities throughout the country have access to safe drinking water and sanitary wastewater disposal. The RCAP network provides a variety of programs to accomplish this goal, including direct training and on the ground technical assistance.
