RCAP Endorses Small and Rural Community Clean Water Technical Assistance Act

Recently, RCAP endorsed bipartisan legislation introduced by U.S. Senators Heidi Heitkamp (D-ND) and Roger Wicker (R-MS) entitled the “Small and Rural Community Clean Water Technical Assistance Act(S. 518). The bill authorizes two new technical assistance provisions by amending the Federal Water Pollution Control Act to:

  • Authorize $15 million a year over five years for technical assistance. National multi-state or regional non-profits are eligible for funding.
  • Allow states to set aside 2% of their Clean Water State Revolving Funds to fund technical assistance organizations in helping communities comply with federal rules and improve wastewater quality.

Co-sponsors include:

Senators Barrasso, Crapo, Franken, Hirono, Klobuchar, Manchin, Risch, Schatz, Tester, and Capito.

The bill now moves to the Senate Environment and Public Works Committee for further consideration. This bill is same provision that was included in the Senate passed Water Resources Development Act (WRDA) back in September of 2016.
